The first citizenship test to be held in Vorarlberg saw all 21 applicants pass. "Citizenship and integration go hand in hand," stressed Member of the State Parliament Erich Schwärzler. Whoever applies for citizenship must want to be part of the state and society, Schwärzler continued. "For that reason citizenship sets out certain preconditions which must be met." This includes speaking the local language and respecting the prevailing legal and value systems. Citizenship applicants must successfully complete a written test demonstrating not only their knowledge of German but also the basic tenets of the democratic system, Austrian history and Vorarlberg history and society.
